协同路外停车费率的路内停车定价模型

摘要: 面对有限的城市土地资源和道路资源,单纯增加停车位而对停车需求不加以抑制,无法解决 停车供需矛盾。在分析路外停车统一定价的基础上,构建协同路外停车费率的路内停车定价模型, 制定合理的路内外停车费率。分析停车位利用率和选择行为变化,最大限度地优化路内停车效果。 对成都市沙湾凯德商圈路内外停车进行实例分析,模型第一阶段统一了停车位利用率在70%,80% 和90%下的路外停车费率;模型第二阶段得到修正后的路内外停车费率。结果显示,与现行停车收 费标准对比,路内停车位利用率提高了34个百分点,路内外停车总收益提高了17.61%。

On-Street Parking Pricing Model in Coordination with Off-Street Parking Price

Abstract: Due to the limited supply of urban land resource and road resource, it is difficult to improve severe imbalance between parking supply and demand simply through increasing parking spaces. Based on the coordinated pricing of off-street parking, this paper develops an on-street parking pricing model in coordination with off- street parking fee to better estimate the charge rate of on- and off- street parking. To maximize the capacity of on- and off-street parking, the paper discusses the influence of parking utilization rate and parking choice behavior. A case study in on- and off-street parking in Cade Business Area in Shawan, Chengdu is presented to illustrate the applications of the model. At the first stage, the off-street parking fee is coordinated in case of the utilization rate of 70%, 80% and 90% for on-street parking lots. The charge rate for on- and off-street parking are optimized at the second stage. Comparing with the existing parking fee standard, the results reveal a 34 percent points increase on the utilization rate of on-street parking and the total revenue of on-street parking lots raises by 17.61%.
